Summary: SPREE Programme – ESIC Registration Drive (1 July to 31 December 2025)
Objective: To encourage registration of unregistered factories/establishments and employees under the ESI Act without fear of retrospective compliance or penalties.
Key Features of SPREE 2025:
One-time window from 1 July to 31 December 2025.
Units registered during this period will be considered covered from the date declared by the employer.
Employees registered during this period will be eligible for ESI benefits from the date of coverage.
No retrospective action will apply for periods before 1 July 2025.
Implementation Guidelines:
Outreach & Awareness:
Regional and Sub-Regional Offices to lead awareness campaigns in industrial hubs.
Engage with employers, trade unions, MSMEs, state labour departments, etc.
Facilitation Centres, seminars, posters, and digital materials (flyers/WhatsApp) to be used.
Registration Support:
Officers to assist employers in completing online registration smoothly.
Branch Offices to guide employers encountering technical issues.
Inspection Exemption:
Units registered under SPREE will not be subject to inspection for one year.
No verification by SSOs unless ordered by Headquarters.
If marked, SSOs must note: “No inspection required as unit is covered under SPREE 2025.”
No Surveys Unless Directed:
Field offices to focus on outreach, not surveying units unless instructed.
Utilization of MSME & External Data:
Existing MSME lists to be screened and approached.
Data from EPFO, state departments, and inspectorates to be used for outreach.
Coordination with State Departments:
ROs/SROs to liaise with state labour, health, and industry departments to circulate information.
Monitoring & Reporting:
Zonal Commissioners to oversee progress.
Fortnightly reports required in prescribed formats, covering registrations and outreach.
